The University of Pannonia in Veszprém, Hungary, is looking for international partners to participate in an international bilateral mobility programme financed by the Hungarian government to enhance the strengthening of the already existing ties and co-operations, as well as to increase the number of participating students, faculty and staff in the mobility programmes for short stays – 1-4 weeks -, a longer stays – from 1 month up to a full semester.

1. Objective of the call

The Tempus Public Foundation (hereinafter referred to as the "TKA" or the "Promoter"), with the support of the State Secretariat for Innovation and Higher Education of the Ministry of Culture and Innovation (hereinafter referred to as the "Ministry of Culture and Innovation" or the "Promoter"), is launching a call for proposals for international student, teacher, researcher and staff mobility to higher education institutions worldwide.

The internationalisation programme will be implemented through the provision of international mobility grants and support for other related costs, which will provide students, teachers, researchers and staff of the model universities and teachers, researchers and staff of the partner institutions abroad (hereinafter collectively referred to as "university citizens") with the opportunity for short- or long-term mobility outside Hungary or to Hungary through bilateral agreements concluded by the model institutions. In terms of mobility opportunities, the programme will support mobility, placements and part-time training of university citizens for study, research or teaching purposes.

The selection of university citizens participating in mobility and the support for their mobility will be carried out by the beneficiary institutions, under the supervision of the PCA, on the basis of their own internal rules, taking into account the criteria set out in the call for proposals and the grant contract, in accordance with their objectives and the continuous application of the set of criteria(s).

The level of scholarships that may be awarded to university citizens varies according to the geographical destination and may include other components such as tuition fee compensation, travel and accommodation allowances, equal opportunities or social allowances (together referred to as 'mobility envelopes'). In addition to the scholarships and other allowances, the flat-rate grant to the beneficiary institutions will include a grant for the organisational costs related to the mobility based on the mobility volume (hereinafter referred to as the 'organisational grant'). The overall mobility grant to university citizens participating in mobility will contribute to the additional costs of the stay abroad and may not necessarily cover all the costs incurred.

In order to ensure the appropriate use of the grant, Hungarian higher education institutions shall conclude bilateral agreements with foreign higher education institutions, their independent legal entities, training and research places and centres and, where appropriate, in the case of placements, with for-profit and non-profit, public and non-governmental organisations and institutions selected on the basis of the field and level of the placement. The institutions receiving grants will have the possibility to host and provide scholarships for short-term mobility to Hungary of teachers and researchers from foreign higher education institutions, training and research places and centres, provided that they undertake and fulfil an appropriate level of mobility in the spirit of internationalisation at home.

2. Eligible applicants

Higher education institutions established under Act IX of 2021 on Public Interest Trusts with a Public Purpose in Higher Education, established under Act IX of 2021 on Public Interest Trusts with a Public Purpose in Higher Education, and maintained by public interest trusts with a public purpose in higher education are eligible to apply under the call for proposals.

3. General conditions for the submission of applications

Applicants as defined in point 2 are eligible, except that they may not receive a grant:

a. has provided false or misleading information, has used false, forged or falsified documents, or has failed to fulfil its obligations under the grant agreement, including in particular the use of the grant for purposes other than those for which it was awarded, for reasons imputable to it, prior to the publication of this call for proposals, in the course of the application procedure or in the performance of the reporting obligations of the Tempus Public Foundation;

b. any applicant who has supplied false, incorrect or misleading information or made false or misleading statements in the grant application submitted which have a material influence on the decision on the grant;

c. an applicant who is subject to exclusion from the scheme or who has not fulfilled any of the obligations to settle accounts or repayment owed to the Tempus Public Foundation;

d. is bankrupt or is being wound up, is having its affairs administered by the courts, is having its affairs administered by the courts, is the subject of proceedings for winding-up or is being wound up, is being wound up or is being wound up by the courts;

e. which, or whose representative, is subject to one of the grounds for disqualification specified in Article 48/B (1) paragraph (1) of Act CXCV of 2011 on Public Finances (hereinafter: Áht.);

f. which does not comply with the provisions of Article 50(1) of the Áht;

g. an applicant who is under an obligation to a third party which could frustrate the achievement of the objective of the grant;

h. any applicant who fails to submit the documents specified in the call for proposals or to make the necessary declarations.

4. Period allowed for the implementation of the proposal

The period of eligibility for the activities covered by this call for proposals is 27 months, starting on 1 June 2024 and ending on 31 August 2026. Deadline for submission of the report: the beneficiary must submit the technical and financial report within 90 days of the completion of the programme.

5. Financial resources and amount requested under the call for proposals

HUF 10,000,000,000 is available from the central budget of Hungary for the year 2024 under the heading XX.20.12.3 of the central budget of Hungary. The payment of the grant is subject to the availability of the budget allocated to the operating company. 20% of the available budget,

i.e. HUF 2,000,000,000, will be earmarked for student excellence grants, of which a maximum of 50% may be claimed in the course of the application. The other half of the allocated budget may be used by the beneficiary institutions as additional support for the implementation of the proposals, subject to the conditions laid down in the grant agreement.

The eligible amounts and the eligible costs are set out in the Eligible Costs and Eligible Amounts chapters of this call for proposals.

The PCA will ensure the funding of applications on an annual basis within the limits of the available budget. If the applications exceed the available budget, the TKA is entitled to distribute the grant among the applications received.

The aid intensity for funded applications will be 90% and will be paid in one lump sum as an advance. The remaining 10% will be paid by the Promoter after acceptance of the application accounts.

Form of aid: non-repayable grant.

No own resources are required for the submission and implementation of the application.

6. Eligible activities

Student mobility

Student mobility (bachelor, master, master's, master's, doctoral level):

Study mobility (2-12 months)

Internships and placements for recent graduates (2-12 months)

Research mobility (2-3 months):

Master, MSc and PhD level only; for MSc courses with a minimum of 7 completed semesters

Short-term student mobility (bachelor, master, diploma, doctorate):

Study mobility (2-30 days)(1)

Research mobility (2-30 days): Master's, Master's and doctoral level only; minimum 7 semesters completed for non-university courses

Scholarships for Excellence

Student mobility (Master, Bachelor, PhD level):

Study mobility (1-6 months): minimum of 1 semester completed at master's level, minimum of 7 semesters completed at master's level, minimum of 2 semesters completed at doctoral level

Mixed mobility is possible within the framework of the Excellence Grants, subject to the following conditions:

Scholarships are awarded for the duration of the physical mobility.

Students will receive a housing and travel allowance for the duration of their physical mobility.

Tuition fees may be subsidised on a pro-rata basis for mixed mobility up to a maximum of 6 months.

Additional conditions for student mobility:

Students whose mobility is to a foreign higher education institution ranked in the top 250 in the Times Higher Education(2) or Quacquarelli Symonds(3) international higher education rankings may be awarded a scholarship of excellence. The Promoter may also, upon specific request, authorise the acceptance of foreign higher education institutions in the rankings as institutions of excellence, based on the Promoter's guidelines.

All periods of study abroad, including internships, must be part of the student's programme of study for a degree in any cycle of study. The process of credit acquisition and recognition must be set out in the mobility agreement of the mobility student by the beneficiary institution and the credits acquired or the study/research activity or placement undertaken and completed during the mobility must be matched by the sending institution to its own curricular network and training structure. Overall, therefore, the activities carried out during the student's mobility should be accepted by the sending institution and fully correspond to its curricular structure, on a pro rata basis with respect to the duration of the student's mobility. Student mobility must be outgoing mobility only.

7. Eligible costs

7.1 Planned, eligible costs:

scholarships;

additional equal opportunities scholarships;

Tuition fee support (in the case of scholarships for excellence);

travel grants (for scholarships for excellence);

housing allowance (for scholarships for excellence);

organisational costs.

Any necessary, justified and proportionate costs, whether human or material, directly linked to the realisation of the activities supported, which are related to the mobility activities (e.g. language courses, promotion, cultural or psychological preparation, equipment directly necessary for the activities directly linked to the implementation of the programme, remuneration of staff involved in the institutional implementation of the programme, etc.)

7.2 Costs other than those referred to in point

7.1 are not considered eligible costs in relation to eligible activities, and in particular may not be used by applicants for their economic activities or for expenditure unrelated to the objective of the programme.

Additional equal opportunities scholarship

The additional equal opportunities scholarship is an optional supplementary grant awarded to students (at bachelor, master, master's, bachelor's and doctoral level) participating in mobility as a result of a call(s) for proposals launched by the beneficiary institutions, according to the criteria defined by the project management manual and within the limits of the budget set by the project promoter.

Amount of support:

- For part-time studies: HUF 100.000 /month (at the university's individual discretion)

- For short term mobility: HUF 2,500/per day

8.4 Scholarships for excellence, tuition fees, housing allowance, travel allowance

For each planned Excellence Scholarship student, a total of HUF 10,000,000 in advance funding (pre-financing) may be requested, of which the following grants may be awarded to Excellence Scholarship students:

a scholarship, the amount of which is set out in point 8.1;

Tuition fees (based on actual costs incurred);

travel allowance (based on actual costs incurred);

housing allowance (based on actual costs incurred).

There is no upper limit on the amount of tuition fees, travel and accommodation allowances that can be granted to students, but a maximum of HUF 10,000,000 of the above may be awarded to a student awarded an Excellence Scholarship, with the proviso that the scholarship must be provided to the student for the duration of the physical mobility.

8.5 Organisational support

The beneficiary institutions are entitled to apply for a flat-rate grant to cover their organisational costs for the planned number of students, staff and teachers.

The amount of the grant is:

- HUF 92.000 per mobility

- HUF 184,000 per mobility with a scholarship of excellence

The requested organisational grant may not exceed 10% of the total amount of the grant requested.(5)

9. Applications may be submitted

continuously from 15 January 2024 by sending the required documents.

Starting date of the application period: 15 January 2024, 8:00 a.m.

Deadline for the evaluation of applications: 16 February 2024

Decision: 29 February 2024

Contract award: from March 2024

When applying, applicant institutions are also required to provide the following information:

- Number of planned student and staff mobility broken down:

o By level of training

o Planned average duration

o By type of activity (scholarship/ traineeship/ teaching activity, etc.)

- Breakdown of the number of active bilateral contacts based on contracted contracts:

o By institution

When submitting the application, the applicant must provide a formal declaration that it will ensure compliance with the general principles of quality assurance for project management in the implementation of the mobility activities.

If the submitted proposal does not meet the above requirements, the PCA will invite the applicant to submit a proposal by e-mail to the address provided in the application form. The deadline for submitting a request for a correction is 3 working days after the sending of the request for a correction. If the applicant fails to submit the missing information by the deadline or submits it incorrectly, the application will be considered invalid and will not be processed further. 

10. Invalidity of the application

The application is invalid if:

a. the application has not been submitted within the deadline for submission;

b. the proposal is not submitted for the subject matter or purpose specified in the call for proposals;

c. the applicant is not one of the organisations eligible to submit a proposal;

d. the applicant has supplied false, incorrect or misleading information or made false or misleading statements in its application for funding which have a material impact on the decision on the application for funding;

e. the application has not been submitted in accordance with the terms of the call for proposals;

f. the applicant did not comply with the time limit or did not comply adequately with the request for a request for a reply.

11. Decision on applications

Proposals and grant applications will be considered eligible if they comply with the applicable legal requirements and the criteria set out in the call and its annexes. Applications which meet the formal requirements will not be evaluated in terms of content and will be funded by the Tempus Public Foundation within the limits of the available grant budget.

If the applications exceed the available budget, the Tempus Public Foundation is entitled to distribute the grant among the applications received on the basis of a set of criteria.

The decision on the applications will be taken by the Board of Trustees of the Tempus Public Foundation within 30 days after the deadline for applications.

Notification of the outcome of the application will be sent electronically by the Tempus Public Foundation to the applicant within 7 working days of the decision to the e-mail address provided in the application form.

The Tempus Public Foundation will conclude a grant contract with the successful applicants. In order to conclude the grant contract, the beneficiary must submit the declarations and documents required under Section 75 of the Public Finance Act. The beneficiary shall send the declarations and documents to the operating agency either on paper or electronically. The deadline for submitting the declarations and documents is the date of conclusion of the grant agreement at the latest. Declarations need not be submitted if the beneficiary provides them in the text of the grant agreement.

As security for the repayment of any undue payment, the beneficiary must provide a declaration of authorisation to lodge a direct debit order in favour of the operator in respect of all payment accounts which may be debited by direct debit in accordance with the law.

If at least 80% of the number of mobility indicators committed is not achieved, the TKA shall be entitled to apply a financial correction to the organisation grant.

The use and accounting of the grant shall be carried out within the legal framework, in particular with regard to Act CXCV of 2011 on Public Finances and Government Decree No. 368/2011 (31.12.2011) on the implementation of the Public Finances Act. The detailed rules of accounting are laid down in the grant agreements.

12. Information on the application, legal remedies

The applicant may submit a complaint to the Tempus Public Foundation's Board of Trustees against the decision on the application if the application procedure, the acceptance of the application or the decision on the application is in breach of the law. The objection must be lodged within 10 working days of the applicant becoming aware of the act or omission complained of. When submitting the objection, the applicant shall act in accordance with the provisions of Article 102/D of Government Decree No. 368/2011 (XII. 31.) on the implementation of the Public Finance Act.

The legitimacy of the grant application and the use of the budget support may be verified by the bodies specified by law and in the grant contract.

13. The purpose of submitting a grant application

is to enable the Applicant to conclude a grant contract for the implementation of the planned project, in the event of a successful evaluation and grant decision. In order to process the application submitted, it is necessary to process the personal data provided by the Applicant in the application submitted and its annexes. The data will be processed in accordance with the data processing purposes set out in the Data Protection Notice available on the application website.
